Acccording to the by-laws, Council must meet at least four times a year, although in practice meetings are normally held once a month.

Council members are elected or, as needed, appointed and represent the interests of the general membership. The by-laws require that Council be composed of at least eight members. A quorum for Council meetings is six.

Reporting to Council, the Executive Director is responsible for the overall operations of the association including marketing, business development and relations with external partners and stakeholders. The Registrar sits on the Certification Board and reviews all applications for certification, transfers or changes in membership status.
